Officer Troy A. Blando was conducting an investigation regarding a vehicle which had been stolen in an aggravated robbery. The suspect, Jeffery Bemond Williams, resisted Officer Blando’s attempts to arrest him. As he was being handcuffed, Williams produced a firearm from his back pocket and shot officer Blando in the chest. Responding officers arrested Williams a short distance from the scene, still wearing handcuffs on one wrist. Officer Blando was pronounced dead at Ben Taub Hospital despite doctor’s efforts to save his life. Williams was convicted of Capital Murder and was sentenced to death by lethal injection.
